Paulino Brilhante Santos

Paulino Brilhante Santos is a partner of VCA since 2011 and he coordinates Tax, Economic Regulation and International Projects Department of VCA (which includes Tax, Economic Regulation, Energy and Projects areas).

Paulino has an extensive experience on national and international legal and tax advice. He worked in areas of energy oil and gas law, water and solid waste and has acquired a solid experience of economic regulation of these areas and also in mining and telecommunications. He advised governments and large companies in privatisation transactions, public-private partnerships (PPP’s) and concessions. He has acquired relevant experience in projects of legal and tax reform of various countries.

He participates frequently as a speaker at workshops, seminars and conferences in his practice areas.

Degree in Law (Faculty of Law, University of Lisbon, 1984). Postgraduate Diploma in Management and Development Organizations (Academia de Formação Empresarial da Associação Industrial Portuguesa – COPRAI-AIP, 1988) and  several other courses and training courses of International Tax Law (Queens College Cambridge, UK) and Audit in Lisbon, Brussels, Paris and Veldhoven. Expert Lawyer in Tax Law (Portuguese Bar Association, 2006).

Co-author along with Vítor Félix of two basis reports for the Commission for the Development of the Portuguese Tax Reform (the “Silva Lopes Commission” chaired by this former Portuguese Minister of Finance) regarding the taxation of companies and institutions and financial and banking products.
